DéfinitionPopulation

A population is a set (or collection) of objects similar in nature. This collection is generally large, and can be infinite.

Thus, "all the individuals residing in France in 2012 " (i.e. 65,350,181 individuals on January 1st 2012, source INSEE) form a population;

"All the HEC male students having bought a new tie in the city of Paris between January 1st 2011 and December 31st 2011" is another population.

Note that a population should always be defined with the highest accuracy.
